The NHL's crackdown on head shots already drawing criticism

In last night's Chicago Blackhawks/Detroit Red Wings game, Todd Bertuzzi was given a major penalty and game misconduct for elbowing Blackhawks winger Ryan Johnson in the head.  After the game, it was reported that Bertuzzi, who will forever be known as the guy who ended the career of Steve Moore, wont be fined or suspended for the hit. 

So, I ask the NHL dean of discipline Colin Campbell.... Where is the consistency?  If you are going to make an example of Matt Cooke and Bruins forward Brad Marchand, how can Bertuzzi get off with a slap on the wrist?
