The CFL draws pretty well despite several teams being in old stadiums and having a non-traditional field and scoring system.  Personally I'd love to see a partial-merger with the NFL and a longer season, but the purists on both sides of the border would never allow it.  Many Canadians would oppose such a move.  They love the CFL and it has a very long and legit history of its own.  On the US side, many NFL higher-ups oppose a longer season, which is just madness considering the revenue the league brings in each week.

 

That said, I'd absorb Calgary, Toronto, and Montreal into the league.  You'd still have Winnipeg, Saskatchewan, BC, Hamilton, Edmonton in the CFL.  Maybe they could try another expansion into Ottawa (which they've done twice before).

why would you absorb Calgary into the NFL over Edmonton?

#1. Edmonton is the Capital of Alberta (That alone should bring them in over Calgary)

#2. Edmonton has a BIG NFL connection with Warren Moon playing for 6 years with the Eskimos

#3. Edmonton ( 13 Grey Cup wins including winning it 5 times in a row from 1978-1982) Calgary ( 5 Grey Cup wins)

Damn computers!  Lets try this again...

This is one of those double edged swords... while one hates to see the NFL kill the CFL (I doubt, given the support that the CFL gets from the Canadians I doubt that would happen, but that is another post), I know that moving the Bills to Toronto woiuld greatly improve the financial situation of the franchise.  But on the flip side Buffalo, like Green Bay and to some extent Kansas City, is a "small city" market - something that help found and ground the NFL - and they need to remember that and be sensitive to the needs and benefits of the small city markets. My suggestion is to leave Buffalo alone, bring in Toronto (worked better than Vancouver in the NBA and has worked in MLB), since it seems the US has almost annexed it and made it a territory anyway, and LA at the same time - I mean LA will have a team, right - the LA "Shopping Malls" once the mall/stadium is built...

Mostly because their colors are the same as the Green Bay Packers. :)

But seriously, keeping Edmonton, a 13-time Champion, in the CFL keeps some credibility in the league, rather than stripping all the good franchises and giving them to the NFL.

The CFL could operate as a 6-team league for the purists, while the NFL acquired 3 teams in large Canadian cities for their league.

I don't think it'll ever happen, and I don't think the Bills will move to Toronto, but Canada has proven to love pro football.  It's not entirely out of the question that a Toronto and a Montreal franchise might do very well there, even running parallel to the CFL.
