According to ESPN, those are what the BCS standings would look like if they came out right now. Despite their one loss, Virginia Tech would be ranked above undefeated Texas, most likely thanks to Va Tech's ridiculously difficult early schedule.
Texas definitely needs a win this week against Oklahoma in the Red River Rivalry, or they might actually dig themselves into a hole that they'll never be able to get out of, if they want to play for a National Championship this year. Most people think that they'll be able to win, and they're favored in the game, but a win over Oklahoma would be their signature victory so far this year.
The other classic matchup that will happen today is between USC and Notre Dame. This is a huge test for the Irish at home, and if they beat the Trojans, they have a legitimate chance to jump up into the top 15 and eventually play in a BCS bowl. USC, on the other hand, still has their eyes set on a National Championship, and they'll need to win out to make that happen.
