This was allegedly because Manny's agent (Scott Boras) hasn't yet negotiated a contract for Manny, and wants to pick up his cut of Manny's next contract ASAP. The investigation has since been dropped, so apparently there is not enough evidence of wrongdoing. If the league could actually prove that the rumors were true, then I think it would have been a pretty big deal. But since there wasn't enough to it, I think it should just be dropped.
