If by "again", you are referring to the last time they were good (2008) then yes.  They are starting strong.  I had no choice but rank them #1.

They are certainly doing better than the Phils!

The Rays look like the best team in MLB right now- so it's hard to not list them at #1. Of course the Yankees took 2 out of 3 from the Rays in Tampa and that is the only reason I have them at #2 instead of #3. I just feel that the Twins have had a much softer schedule than the Yankees so far who have had to play the Red Sox (in Boston), Rays(in Tampa), and Angels (in Anaheim or one series) twice already in this young season.
1. Rays (15-5)  2. Yankees (12-7)  3. Twins (14-6)  4. Phillies (11-9)  5. Mets (12-9)  6. Cardinals (13-7)  7. Padres (12-8)  8. Giants (12-8)  9. A's (12-9)  10. Tigers (11-10)

Look how early records and results oriented people are at this point in the season. The Padres and Nationals are listed in the top 10, thats pretty funny.

Granted it is "rank them on the first 20 days of the season". In the end though these teams will be lucky to sniff 75 wins.

I disagree to an extent!  The Padres (for instance) SWEPT the Giants whom you have listed as your 4th ranked team and 3 spots ABOVE the Yankees who are far and away a MUCH BETTER team than the Giants are! You can't even compare those two teams against each other- yet you rank the Giants higher- just as others ranked the Padres and Nationals higher than the Giants!  At the "point" that this poll was made, the Giants and Padres had identical records- yet quite obviously the Padres got 3 of their 12 wins off of the Giants- so why shouldn't they be ranked higher? Same Division, same record, and a 3-0 head to head record.... just saying.

But the Giants actually have the talent to maintain that place, and even move up. Their record is easily explainable, our number 4 starter is one of the most talented lefties in baseball.

Try to explain how the Padres are overachieving like they are, its really more variance than anything. 162 game season, just waiting for these guys to suffer their yearly and  inevitable 10 game nosedive that has become a tradition in San Diego.

That IS a possiblity- but to rank a team higher on potential alone is just a biased ranking anyway. Just because you THINK something may or may not happen doesn't make it true. I tried to make my ranking upon how WELL the teams are playing NOW and against which teams they are winning and losing- not 140 games from now- thats all.  It's hard for me to actually rank the Giants any higher than I did because A) The majority of their games (so far) have been played at home B) they have a LOSING record within their own Division right now 3-5 I believe C) Against their own Division- on the road- they are struggling.  So it's really hard for me to rank them above the Padres at this time!

But...  Against who many felt were the best of the NL, the Giants are currently 7-4.  Only the Dodgers took 2 of three and that was because of one bad pitch from a normally more reliable pen.

I'm not saying they will keep it up... Time will tell...  But those recently played games have been considered a litmus test from the time the season started...

I guess my point was that you HAVE to beat teams within your own Division- and the Giants have failed to do that. Even IF they sweep the Rockies today, they will STILL have a losing record within their own Division (4-5)- with ONLY 1 of those victories on the road.  Yes, they DID take 2 of 3 from each the Cardinals and Phillies- BUT ALL of those games were played in the friendly confines of San Francisco- could they have won those games on the road? Who knows- so how can you rank them very high when they (so far) can't even beat teams in their OWN Division on the road? This is the MAIN reason why I ranked the Padres over them and had the Giants at 8th in my rankings.

In my humble opinion you are placing far too much value on only 3 of the 20 games played.   It is hard for anyone to win in Petco.  It is quite the home field advantage.  As the Padres are currently showing.  In spite of those three, the Giants are still doing quite well.  And, if you care to notice, I ranked the Padres ahead of the Giants at the 20 game mark.  Mostly because of how well they were playing at the time I make my vote.
1. Rays (15-5)  2. Twins (14-6)  3. Padres (12-8)  4. Mets (12-9)  5. Cardinals (13-7)  6. Yankees (12-7)  7. Giants (12-8)  8. A's (12-9)  9. Angels of Anaheim (11-11)  10. Astros (8-11)
